Victoria Sage, Mortage Banker and representative of Berkley Capital Corp, location Boca Raton (Joyce Rubin, President) contracted an FHA appraisal order from me as a TN certified FHA roster appraiser. Her order was to appraise a house in Memphis, TN for her buyer client, Patricia Klisiak of Albion, MI. The request names Berkley Capital as client designates appraisal fee invoice directly to Berkley Capital. The completed appraisal submitted to Berkley Capital Corp, effective 5-15-2009, was accepted by Ms. Sage. When the loan did not close, Ms. Sage suggested her buyer-client would pay the appraisal fee. The invoice provides for payment by Berkley Capital, the client of record. At this writing, payment has not been received. Invoices and letters directed to Ms. Rubin and Ms. Sage have not been answered. A complaint, filed with BBB on 8-12-09, against Berkley Capital was made. No payment or response from Berkley or BBB has been received as of 9-4-09.
