Disappearing ACT

I ordered 2 pairs of sweat pants for my very tall husband. We believe in purchasing Made in USA so I go out of my way to do so. I received the order after Christmas and they were too large. I returned in the same package to the address on the invoice with a request to exchange. My tracking shows it was delivered on 12/30/2019, and I have heard NOTHING since. I have spent the past 2 weeks calling daily during the week and leaving messages as well as emails and NOTHING!! I live in WA state and they are in California so nothing should take this long, not to mention - NO RESPONSE!!!
So now I am out the $60 some $$$ and NOTHING!!
